RAGGING College life is very important in every body’s life because it not only determines the future of a person but also is a time when most students understand the realities of life. But, do all students enjoy their campus life? According to the Sri Lankan universities, none of the students enjoy their campus life at least till the end of their first year. This is mainly because of ragging. What is ragging? Does it have any advantages? Is it important to a freshmen student? Well, these are the questions to which the Sri Lankan society is looking the answers for.

What is ragging? Ragging means causing, inducing, compelling or forcing a student, whether by way of a practical joke or otherwise, to do any act which detracts from human dignity or isolates his person or exposes him to ridicule or to forbear from doing any lawful act, by intimidating, wrongfully restraining, confining or injuring him or by using criminal force to him or by holding out to him any threat of such intimidation, wrongful restraint, confinement, injury or the use of criminal force. In plain English, it means plain bullying a new student.

There are two kinds of ragging, one is verbal and the other is physical. Usually, the effect of verbal ragging is less. What constitutes Ragging (a) Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness any other student. (b) Indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological or physical harm or to raise fear or apprehension thereof in a fresher or a junior student. c) Asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student. (d) Teasing, embarrassing, humiliating, assaulting or using criminal force or criminal intimidation, wrongful restraining or confining or causing grievous hurt, kidnapping, extortion or molesting or committing unnatural offences or causing death or abetting suicide, use of criminal force, criminal trespass and intimidation.

PREVENTIONS The once cruel and heartless tendencies of ragging among students had been drastically bought down by drastic measures in colleges. Even at times like this the tradition prevails to tease and rag juniors on their first year of college. With the colleges opening up this year, various institutions have made steps to ensure the safety and well being of the new comers. Instead of student union, a student cabinet has been formed in MOP Vaishnav college including the home minister, deputy home minister, 14 students and 2 faculties.

In the famed Loyola college, sign boards had been put up at all major spots with contact information in case of emergency. An anti-ragging committee has been formed which would prevent seniors and super seniors from involving in any such activities. It will be severely punished before their parents which is expected to intimidate them from taking the risk. Apart from this, faculties take rounds at night time in the hostels and arrange a freshers meet to form a friendly bond in the first year. ENFORCING STRICT LAWS •All institutions have to enforce strict laws 2 curb ragging.

The students have 2 b warned that they can b rusticated if they indulge in unbecoming act of a student, exemplary punishment should b awarded 2 the defaulters which can act as a deterrence. All institutions should form anti-ragging committees 2 probe any case which is reported to them. Similarly all the hostels should form committees to enforce discipline by checking the presence of students in their respective rooms. The institutions should lodge FIR against the erring students after their preliminary investigations. The guilty students should be expelled and should be barred from admission in any other institution.

The supreme court has come out with a set of guidelines to prevent ragging in the college. ? Directions of supreme court •Round the clock vigile on hostel premises. •Freshers to be divided into small groups & a faculty 2 b nominated for their welfare. •Institutions to be penalized if they donot care for complaints about raggingpolice also to keep watch during admission. SHO will be responsible for the institutions in his area. •De-addiction measures where consuming of liquor is rampant. •State govn. Will also havecommittes to check/investigate cases promptly.
