Kumar with 87% SIS pays RSI. 185000 in an engineering college and Rajah with 56% SIS pays RSI. 80000 only in the same college. What made this difference? The answer Is “caste based reservation”. Kumar belonged to a Brahmins family whereas Rajah was from ‘scheduled caste’. Admittedly, caste is a social reality and a mechanism of oppression in an Indian society. But going deep into this society two main questions arise – Is caste only the mechanism of oppression? Is everyone amongst the ‘upper castes’ affluent? The answer to these questions is known to every one of us.

The main objective of the Indian reservation system is to increase the opportunities and enhance social and educational status. But this does not mean to overlook the so called ‘upper classes’. After all “under the eyes of god and law all are equal”. Caste based reservation is seen in areas such as politics, government and most probably in higher education institutions. 22. 5% of available seats are reserved for scheduled caste (SC) and scheduled tribe (SST) students, (1 5% for CSS and 7. 5% for SST). This reservation percentage has been raised to 49. % by including an additional 27% serration for Bobs. This ratio Is followed even In the parliament and all elections where a few constituencies are secured for those from certain communities. And as the new laws for the reservation systems are passed employment of CSS In public sector is increasing substantially. The ill-effects of caste-based reservation system are not hidden from us. In the recent years it has affected the education sectors in a big way. There are many examples that could be highlighted. The anti caste-based reservation protest took place.

This was against the decision of the union Government of India that implemented reservation for Bobs In central and private Institutes of higher education. In the year 2005, Government, on the recommendation of Amanda Commission, proposed to reserve 27% of seats in the All India Institute of Medical Studies (AIMS), the Indian Institute of technology (Its) and the Indian Institute of Management (alms) and other central institutes of higher education for the Bobs in order to help them gain higher levels of representation in these institutions.

This proposal led to massive protests. People claimed that the overpayment’s (National congress) proposal Is discriminatory and driven by “vote- bank” politics. In an Incident on 13th May, medical students protesting against caste- based reservation in Iambi were lath;charged by the police. The protest had been previously banned by the high court. The nationwide strike launched by “anti- reservation” medical students protesting against the lath charge, was later joined by like-minded doctors from all over India.

The Government took measures to counter the protesting doctors by posting them with the suspension letters and asking them o vacate the hostels to make rooms for newly recruited doctors. Some states came up with the ‘Essential Service Maintenance Act’ (SEEMS) and gave notices to the doctors to return to work, failing to which the legal action would be taken against them. The Government also put on alert of 600 men from rapid action force to take care of any unwanted incident. However, in most places the protesters remained bold despite SEEMS.

In Delhi, a human chain rally was organized on 20th May, by students of IT Delhi with the support of PAN ‘IT. Nearly 1 50 students went on a ‘relay anger strike In Alms (Dell) wanly lasted Tort tout a Mont. Nils Incident even rocked the chair of the highest authorities of the Government of India. A resolution signed by 2500 IT Rookie Students expressing their opposition was sent to the President, the Prime Minister, the Chief Justice of India and the Election Commission and a deaf ear was turned to it.

A peaceful protest march was organized on 23rd May. The following were the demands made by the Youth for Equality the anti- reservation student body leading the protests. “Roll back of the proposed hike in reservations. Setting up of academics, non political panel of experts to review the existing reservation policy and explore alternate forms of affirmative action. Vacant positions in reserved Government Jobs to be thrown open for other eligible candidates.

No penal actions be taken against the protesters. A white paper issued on the reservation policy and a concrete statement on issue by the Prime Minister, Dry. Mammon Sings. ” Several students at the IT Kuwaiti decided to boycott classes to protest against the Government Proposal led by an Undergraduate student from Mechanical Engineering Department, class of 2007, Mr.. Slanderer Kumar Mishear. Mr.. Mishear went on a three days hunger strike to protest against the same.

In Jasper hundreds of striking anti-quota resident doctors went on a door-to-door campaign in Jasper to gather support for the rally. The doctors affiliated to Youth for Equality began their “Jan Samaritan Podiatry” in the High-court and Bankers areas. In Achaean, more than a hundred students from IT Madras and City Medical College protested in front of the Government guesthouse in Chapeau.

After the Government reaffirmed its commitment to implement reservations, the protesters called for a “Civil Disobedience Movement”. Their protest was also supported by the traders in Delhi, who promised to shut down their shops if the Government does not take back its decision. The Alms faculty association went on a mass casual leave from 25th May 2006 to support the anti quota protests. On 27th May 2006, a massive rally was organized in Delhi. The rally was attended by participants from all over the country, numbering almost 1 lack.

At last on 28th May 2006, the Government set up an ‘oversight committee’ to “prepare a road map with a time bound programmer to implement 27% reservation for Bobs without compromising merit and addressing apprehensions pushed by students propose an effective way to implement reservation keeping the interest of all sections of society in mind”. This committee was headed by former Karate Chief Minister M Perhaps Molly, submitted its report on 31st August 2006.

On 21st May 2009, with Supreme Court order, resident doctors resumed hospital work from 1st June 2006, as the health service was affected seriously due to the strike. However, protest from the part of the students continued. The Supreme Court had also sought the Government to clarify the basis on which the reservation policy was Delve Implemented These incidents led to the passing of 93rd constitutional amendment. Barbarity Kanata Party asked for the benefits of reservation to be extended to “economically weaker sections of the forward caste”. The only party which opposed reservation was he Shiva Seen.

Its supporters went on a parade to protest the move saying “it was veterans politics and a means to divide Hinduism”. Bandit Charlatan Nehru made the statement on the floor of Look Saba on 1951 that “… After all the whole purpose of the constitution as proclaimed in the directive principles is to move towards what I may say a stateless and classless society… ” Now the question is does reservation system is fulfilling this purpose?
